Short biography:

Biographical Note Odair Bartolomeu Barros Lopes Varela. Associate Professor and researcher in the Public University of Cape Verde [Uni-CV]; Also performs the function of Visiting Professor at the Institute of Law and Social Sciences [ISCJS-CV]. He has a Degree in International Relations, Master and Doctorate in Sociology by the Centre of Social Studies (CES) and Faculty of Economics, University of Coimbra (FEUC), and a Post-doctorate in Political Science at the Faculty of Law and Political Science and the Interdisciplinary Center for International Development and Society (CIRDIS), in Université du Québec à Montreal (UQAM-Canada). President of Production and Promotion of Knowledge Center (CeProK), based in Praia, Cape Verde; Associate Researcher at the Interdisciplinary Centre for International Development and Society (CIRDIS) UQAM-Canada; Integrated investigator of the Center of Africa, Asia and Latin America (CEsA); Associate Researcher of CODESRIA (Council for the Development of Social Science Research in Africa); member of the International Association of Social and Human Sciences in Portuguese (AICSHLP) Scientific Policy Board; principal investigator (lead researcher) of Global Integrity and Mo Ibrahim Foundation; Founding member of the Cape Verde Academy of Sciences and Humanities (ACH-CV); and Consultant of the “Division of Research and Development” at the Commission of ECOWAS (Economic Community of West African States). It is the winner of the Fernão Mendes Pinto Prize in 2013 with the doctoral thesis entitled “Legal Mestizaje? The State and the Local Participation in Justice in Cape Verde: a postcolonial analysis,” work which also received, in the same year, an Honorable Mention by the Jury of CES Prize for Young Social Scientists of Portuguese Language. It has several publications in books, national and international journals, and participation in national and international conferences, mainly on the following topics: Post-Colonialisms in Africa: Power and Knowledge; Local Participation in Justice; Modern State in Africa and State Governance; and International Migration.
